KATHMANDU, May 1: The Ministry of Labor and Transport Management (MoLTM) has appointed labor attaches for six different labor destinations, ignoring even reasonable minimum qualifications.
MoLTM has decided to appoint Under Secretaries Kashi Raj Dahal and Krish Hari Puskar Karna as labor attachés for Japan and South Korea respectively.
Similarly, Section Officers Bhabiswor Pandey has been appointed labor attache for Hong Kong, Bishnu Hari Upadhya for Oman, Murari Osti for Israel and Bishal Bhattarai for Kuwait. Of the newly appointed, only Bhattarai has experience in the foreign employment sector and a good knowledge of English.
In a bid to ensure fair selection of labor attaches, the Ministry of Finance (MoF) had given consent to the creation of new labor attache posts, laying down the condition that they should be selected through internal competition among candidates who have a good command of English and knowledge of the foreign employment sector.
A source at MoLTM told Republica that Dahal is currently at the Department of Health Services, Upadhya is personal assistant to Peace Minister Rakam Chemjong, and Osti is at the Home Ministry.
“Except for Bhattarai, the appointees don´t have minimum qualifications to be labor attaché and they were appointed entirely out of the personal interests of Labor Minister Mohamad Aftav Alam. This has created resentment among the employees,” said the source. Bhattarai has been working at the foreign employment division of MoLTM since the last three years.
To exercise his discretionary powers in appointing labor attaches through direct proposal to the cabinet, Alam has set aside the necessary qualifications specified by an earlier cabinet meeting.
“The ministry has not only ignored minimum qualifications but even a single woman has not been selected for the post,” the source added.
Though Karna and Pandey were transferred to MoLTM a couple of months back, they had not been assigned any responsibility to obviate the need for consent from the Ministry of General Administration (MoGA) for appointing them as labor attaches and forwarding their names to the Ministry of Foreign Affairs. As per the existing practice, employees should not be kept without responsibilities for long.
MoLTM has not had to sent the names of Karna and Pandey for MoGA´s consent.
The appointment of Labor attaches to Malaysia, Qatar, the United Arab Emirates and Saudi Arabia was also controversial as they were appointed without following any criteria.
As per the Law Act 2007, the government can appoint labor attaches to countries where the number of Nepali workers exceeds 5,000.
